If you can't cut the grass with your mower, first sharpen the blades. If that doesn't work get a real (bigger) mower. Hire a lawn service and see what works. Those guys know what's up.

We put emerald zoysia in our yard in Atlanta and by year #2 it was beautiful. We kept the landscaper on for that period of time to get it right. He used one of those large walk behind (powered) reel mowers with the steel rollers in front of and behind the blades. It was pretty slow growing and looked good for weeks at a time after it was "trained". I also used to see people sanding the low areas...I guess after a few years it fills in the holes and levels it out.
