Maybe you're trying to cut it too low. Zoysia looks better when it's cut a little higher than say centipede.

If you can't cut the grass with your mower, first sharpen the blades. If that doesn't work get a real (bigger) mower. Hire a lawn service and see what works. Those guys know what's up.
