Under the extreme stress of the situation, they hallucinated an animal or bird call into a human voice.

I'm gonna go out in a limb and say the mother wasn't dead yet. She had adrenaline and shite keeping her alive and she used all of her energy screaming for help to save her baby's life until she saw the rescuers coming and she slipped away.
How would they know she was already dead until they go to the car?

Why couldn't it have been the child? My children could yell "help"when they were 18 months. Plus, the water rushing inches below her upsidedown head surely could change the acoustics and allow the voice to carry and sound like a typical child's voice.

I don't necessarily believe in ghosts, but Angels are a real thing, and of course an Angel could help in this way.
