To me, flailing on someone in that position with concrete against the kids head is a sign of rage, not control.
And before people starts defending the cop for acting in the "heat of the moment" ask yourself this question: why doesn't the kid get the same benefit of the doubt? They were both in that moment.

I didn't see this posted anywhere but this is the officers report.
The whole situation is stupid. The officer is not a well trained professional. Before anyone says police are trained to deal with stress, just save the bullshite for people who don't know any better. Their little training academy simply does not have money to screen and train these guys. You absolutly can not teach someone how to handle themselves in a stressful situation in the time allotted by the academy.

-As Breaux held onto Becker's arm, others in the crowd began to punch the detective on the side of his head. Becker and Breaux continued to scuffle, still on their feet at this point.
-Breaux and Becker traded punches for 10 to 15 seconds before he was able to bring the teen to the ground. Breaux continued to try to cuff Becker as Poche pushed away others in the crowd.
-While on the ground, Becker reached for Breaux's throat. Breaux grabbed Becker's arms to break the teen's grasp but resorted to punching him several times in the face and eye. Becker let go and Breaux got him into a prone position to be handcuffed.
