Never done it. Just curious. Thinking of like a situation where you've got tons of experience but it's just a slap in the face for what the company offers you

This. I interviewed for a hospital IT position, but found the offer too low. I politely declined the offer. While interviewing at my current job, a guy recognized me from the hospital interview. Be careful about how you present yourself.
