Alot of times, especially in the marsh, its a tough call and your call can be second-guessed.
Sometimes, due to depth, you cant get back up if you slow down, and sometimes you can disturb them less by staying on plane.
You will learn and develop your habits, and will learn tht you will piss some people off, no matter your decision.
We try to wave people by when they come by us. Then again, how can you tell if they're catching if you fly by...

The worst are people that come off of plane right before they get to you like they are doing you a favor
