I play this game a lot. And have been for a long time...
Step 1)
Just get into games and move around. And shoot a lot. You will figure it out.
Step 2)
Be prepared to get frustrated a lot.
Step 3)
Lower your mouse sensititvity. I would recommend changing your mouse sensititvity in windows to 6 of 11 , make sure mouse Accel is OFF, your mouse drivers to 400dpi and then playing in game with a sensititvity of 2.5 or lower.
Step 4)
Be prepared to get frustrated again.
Step 5)
There are some good articles about settings and posts on reddit that will help as well.

I've already changed my registries to completely get rid of mouse acceleration for other games so I'm not using raw input and I'm using 900 dpi just because that's what I'm used to. It's working great so far. It's probably just because my base skill is higher than the "just downloaded cs:go" skill-group of players I'm in, but it's going pretty well so far.
