You say that, and it is technically true, but it does not work that way in reality. A couple from Denver deciding where to take their 3 day weekend isn't coming to New Orleans if they want to avoid smoky bars.

This needs to be kept as a freedom argument because I don't think the economic argument works in this case.

So these hypothetical people are taking a vacation to hang out in bars the whole time? Even then, there are plenty of smoke free bars for them to get their lush on.

Also, with Bourbon being exempt are they going to avoid it all together? I don't see someone who's taking a vacation with the intention of drinking around strangers not wanting to spend some time on Bourbon.
