Wait to plant garden in the front of the house?

Moving into a new construction at the end of the month. We laid down sod but left open an area in the front of the house that will be our garden. Should we wait a few more weeks to plant and hope there will be no hard freezes after the middle of February? This will be mostly consist of boxwoods, red tips, cone shaped hollys, and agapanthas.

So it's a flower bed and not a garden. Like stated, evergreen probably won't be an issue, but if it were me I'd just wait until the spring and pay for it once.
