Yeah, 860M is the best you will do for $1000. The 860M performs about as well as a desktop GTX 750 Ti. $1200 price point will get you an 870M, performing a bit better than a stock GTX 760.
$1500 will get you a 970M, which is about double the performance of the 860M, particularly in newer games that rely more heavily on vram capacity and bandwidth.

That would be the best option if he could go a bit higher and just really wants a laptop.
OP, I had a gaming laptop for a few years before building a PC last year and I'd just build a PC honestly. The portability is nice to have if you travel quite a bit which I did for a few years, but if you don't travel quite a bit and would want to take it with you, no brainer to build a desktop.
