Is it possible that comcast is blocking Hulu?

The app stopped working on xbox and on my phone.
As soon as I switch to LTE, it starts working again...

It is possible, but completely improbable as they are part owners of Hulu.

It could be that your router/anti-virus program/ad blocker is blocking that traffic for some reason. That's generally the most common reason for these types of symptoms.
