I don't find people particularly nice in Houston....they are not "mean" though. I do expect that indifference from a big city.

Easily Houston, but I think the suburbs of Dallas have nicer people than the suburbs of Houston. And I am speaking from actual experience.

My vote goes to Houston. While Dallas is fun as shite, SMU alone has enough stuck up assholes to drive away most nice people.

Houston has great people but more thugs than Dallas. You're more likely to get your car jacked in Houston.

Between those two cities... Houston. Dallas has an upper middle class that is insanely pretentious. The pretentiousness of Flower Mound and the NE suburbs of Dallas is greater than the pretentiousness of Cinco Ranch and The Woodlands.
Plus, as others have stated, most of the Mexicans are pretty cool (except for the drug dealers).
However... by far the nicest people in Texas reside in Ft. Worth.
