just the nature of TV contracts nowadays. TBS was a basic cable standard by that point, but for a more recent example you didn't see Bob Johnson having BobCats games on BET.
More to the point, you'd never see big cable station (i.e. non local affiliate) put one team on exclusively.

TBS already had the production infrastructure in place due to televising braves games
