That law was instituted to PROTECT State and City Taxation collection, was originated by Democrats, and pushed and promoted by The Democratic Party. You and your trial lawyer buddies are the guys who gave us 80 cent loosies. Don't bitch about it now . If you have hundreds of unnecessary laws, there will be more lawbreakers.

I get that's what the NYPD are saying, but the facts in the video don't really support that. I've searched a few times to see if they found any cigarettes on him, but haven't been able to find anything. I'm just trying to figure out why they started harassing him.
My guess is they suspected of him breaking the law based on their knowing him and knowing of his past, recent transgressions. I don't know if that warrants probable cause though.
