One scenario. They get turned down by Harbaugh politely but believe he is still interested. They make their offer public so that some other potential bidders never even enter the fr ay.
Or he turned them down months ago and they just want to appear to be doing something.

So on Monday Webb has the $49mm number but doesn't have the years so he assumes it is 8yrs, which is wild enough
Then the 6yrs and $49mm comes out from some TV reporter in Arizona two days later, which if true is stupid
Schefter, a Michigan alum, calls BS on the report on ESPN and says Michigan has no private plane for recruiting, one of the smallest support staffs in the Big Ten and refused to buy iPads for the players to use as their play books.
Then a report comes out that says the $49mm is all school money and NO private money which is preposterous for a public university. But we are supposed to believe Michigan will outspend an NFL team?
Now Feldman is saying the 6yr $49mm is "not accurate"
why does a coaching search that seemed so professional and locked down now stink like shite and appear to be falling apart?
