I've had similar issues with the line/bulb. may just be cracks that are exposing when the line contracts in the cold, but then when it warms up it expands back to seal the hole(s) in the bulb/line.

Try in this order:
open air vent
inspect/replace bulb/line

I had a homemade tank with a steel cap and no vent. I just drilled about an 1/8" hole in the side of the cap.

As i mentioned, I'm not mechanically inclined, but i thought of this as well. Similar to a tire sensor coming on in my car only on cold days.
