Bush really has no choice but to back the CIA.
Regardless, I don't see this as a partisan issue. We were torturing prisoners, which is a violation of the Geneva Convention, and those doing the torturing lied to us about it. Heads should roll over this(no pun intended), and it's pretty telling that the only one that has faced consequences on it is the whistleblower.

Actually, he did and the Senate Dems gave him an out in their report. He has chosen not to take the easy way.
