Here's the problem. LSU was losing the state subsidy amount and the legislature wouldn't increase tuition to allow for the susbsidy loss to be offset.
LAGRAD act is passed, allowing LSU to directly control tuition and fees, and then the legislature just cut their subsidy amount by a similar amount of the new tuition increase.
