get a jacket that is wind/water resistant, don't go cheap here
I don't have much experience running on ice/snow, but I would suggest running in trail shoes with more grip or using the chains
I can't run with anything on my legs no matter how cold it gets, so I can't help you with that

I definitely need gloves. Ran last night and my fingers were numb.

ditto that. It has to be single digit weather before I'll put on tights.
Like others have said, gloves and hat are the two most important items. Also, a good vest will go a long way towards keeping you warm but not too warm - or restrictive.
I'm not a big fan of mizuno shoes, but their apparel is top notch. Get some gift cards for Road Runner Sports website, join their VIP program, and go to town.
