My last trip there the end of 2011 was at the Old San Juan Hotel and it was great. Close to things, great beach,pool and pool bar.

You can get to Vieques and Culebra through a ferry in Fajardo. The ferry is a clusterfrick. Get there early. Go there the day before and try to buy day passes. Sometimes they will sell them in advance, sometimes not.
