The powder is out there, but you may have to order it and/or wait a while to find it. A couple yrs ago I ordered 30# of powder from Third Generation while they had flat rate $5.95 shipping w/ the intention that some of the powders would last me a lifetime. A few mos ago I bough 8# of Vihtavuori N133 after having looked on Gunbot for it for 8 mos. If you can get some friends to go in w/ you the hazardous shipping fee won't be so bad.

I had a chance to buy some 700X recently but after some research, I passed on it. What are you loading with N133? That's a fairly slow powder for pistol ammo.
