If Marvel had their top tier characters (Spider-Man, X-Men, Fantastic Four) they'd be concentrating on them, and then the Avengers. Deadpool wouldn't be on their third tier list.
There are only so many movies that Marvel can put out each year. Their having Fantastic Four, X-Men, and Spider-Man would push the lesser heroes way past the back of the line.

I think you underestimate The Avengers....they've always been popular.
