Because you cannot move the body until the scene is processed. Normally, people aren't shot dead in the middle of a busy street, hence the reason people think it was disrespectful and atypical.

If they would have moved the body any earlier,
people in the Brown camp (the media) would have been asking why they disturbed evidence.

Also, to add to everything else, a riot scene developed around the body pretty much right away. There were shots fired and a large group of "vigorously protesting concerned citizens" was milling about around the scene. Bambulances don't pick up dead people. So they were waiting on a break in the tense scene to get someone in to remove the body.
