The NFL itself is very pro CFL. They've loaned the CFL money in the past to keep it afloat. Its an ulterior source of players.

Also the Federal Government gets involved when the NFL start looking at Canadian cities. They've threatened to pass bills in the past about it.

Toronto is absolutely awful sports city. They are all about the Leafs and thats about it. The Argonauts have horrible attendance. The CFL is hugely popular in the west mainly Manitoba, Saskatchewan and Alberta.

They're pretty high on the Raptors right now.
