It is actually against the rules to come back from drop. Now, some people do get asked to come back. When this happens(and doesn't happen often), they no longer are in the retirement system and therefore do not pay in or get extra benefits. If they do for some reason, it is a violation against the la and is fraud. If you have proof of this, you can report it and get them in trouble.

Drop people don't go anywhere. Where are they coming back from? You could retire on day 1 of drop or work 27 more years after it.
