OP- between $200-250 you can get the top-tier of "mini" devices (iPad mini 1st gen, nexus 7, Dell venue pro 8), which are pretty decent in terms of size/usefulness. I know you said nothing small, but you owe it to yourself to put your hands on them if you haven't.

You won't find a new larger device down in that range. And finding used/refurbished stuff isn't always the easiest or most reliable. If you go that route, dig through TigerDirect, NewEgg, and Amazon. The first two should be offering a fair number of one generation ago devices refurbished bundled with crappy software that recurrently charges you a year later, or $50-70 off if you're mindful enough to both send in the rebate and cancel the recurring subscription.
