He is the stereotypical bureaucrat. They are all like that, yet some folks want to give them even more control over their lives. It's amazing

People like that DOMINATE the upper levels of government. That is a big part of the problem (and it is a bipartisan one, no doubt.)

Of given millions to 'consult'.
He is simply stating what is the bedrock of all liberal economic policy. People are too stupid to do what is best for them or the public good, so we should take the resources and make that decision for them... it is the common theme - he simply is stupid enough to say it out loud.
