"OP, for my current truck, I paid cash in full in Texas and left with a bill of sale and some temporary Texas papers. The next week, the dealership sent me the title that they had to get printed from the TX DMV. I went to the title place will bill of sale, title, and insurance, and they gave me a plate in 20 minutes. I'm not seeing your problem"
His problem is... In LA it is the norm to pay the dealer the tax and license fees and they go to DMV (or a 3rd party) and have the plates mailed to you.
If they don't, you're screwed out of those fees, and worse, the sales tax.
He will get his plates, or they will go out of biz, is my guess.
