Answer: Yes

Conclusion: Why not take the prudent step of requiring a 21 day isolation period for these people?

The bike ride may not have posed a threat to anyone, but either you have a 21 day isolation period or you don't. We've already seen people riding the subway, going bowling, going to a restaurant, etc, so leaving it up to the discretion of the individual healthcare worker doesn't always result in wise decisions.

FIFY and the 21 day isolation period is unnecessary for anything other than soothing phobias.

Or maybe just have the person take their temp twice a day and add some extra guidance like no cruise ships or large concerts / sporting venues?
