Black Panther is very much a power player in the MU, even though he's never had huge sales like say Ghost Rider, Punisher, or Deadpool but he matters a lot in universe.
The Illuminati membership, the holding of vibranium, king of sovereign nation along with his time as an Avenger( and his marriage to Storm), almost any of these alone are reasons to get him in the MCU. In the meta sense, yeah being one of the first black superheroes is important in comic lore as well. Panther also has a little bit of globe trotting hero to him and obviously politically he's well connected. As is the case in the MCU, the shady powers that be are some forces that cause struggle. In the example of the World Security Council seen TWS, BP could conceivably be on the council on title alone.
He's very much a hero to his own people, not just the people's hero, so to speak. He runs in higher circles than even Stark. He's always been important and as the MCU establishes important corners of their universe, the chief characters are opening the doors.
If the Big 3 hang it up in the MCU, BP is the obvious choice for a new leader of a new team of Avengers.

After Further review, I did find this....
Originally, Tony Stark united these men along with the Black Panther shortly after the Kree-Skrull War had first involved Earth. He suggested they form a mega group that would be prepared to face such similar threats by uniting all of the existing super teams and groups. Eventually, the idea was minimized in scale to a secret cabal that would share information and decide secretly how all of the individual groups would correspond, with T'challa choosing not to join the group
