NFL rules hit on Foles legal, no flag or ejection should have occurred

I'm all for real football, but with the way they have protected qb's over the last 6 years or so, how can that be deemed legal? At the very least it looks like he "launched" into foles. #92's feet almost come of the ground (lot of effort for a man his size).

No player in the NFL should be pursing the ball as lethargically as Foles was on that play.
