An "October surprise" that is momentous enough to effect midterm elections would have to be so huge that it would overshadow the elections anyway.

Edit: And it will be spun as national security. Due to problems in the middle east Obama will reluctantly OK the pipeline to counter possible oil disruptions in the future. It's as easy to see as Dem class warfare tactics.
