Only insofar as it's background noise. Incompetence in this area would be a part of any decision he made. Sending our troops over there is a very bad idea, IMO. It is higher risk than he likely realizes. Think in terms of a US soldier(s) dying after Ebola exposure. But incompetence is going to almost always be a player in Obama's healthcare decisions, pro or con. Would be no different had he arrived at a different conclusion. So incompetence is not the definitive reason, or even necessarily a factor. It is simply omnipresent noise.
