Yes, you would need the finished floor elevation to match the BFE at 8'.

However, you also need to consider building above BFE for insurance purposes. BFE is typically based on a 100-yr flood elevation; some insurance companies will base their rates on the 500-year flood elevation.

Not exactly. It's based on the NAVD88 since sea level is not consistent.
