I really do assume that was the first thing he checked, but I had to at least mention it. Kind of like the "Is your computer plugged in?" question when someone says their PC won't turn on. EDIT: and also just in case:
Settings > Sounds
Vibrate on Ring should be on
Vibrate on Silent should be on
