We were usually stay up the hill from downtown either capella or other places in pedregal. I've never had a problem walking past the street cabo wabo is on down to the marina and around to senior frogs. All the downtown area is pretty safe. If you see open restaurants and bars you are probably ok. Even in alleys in these areas the worst you will get is somebody trying to sell you some blow or weed. The city has approved cabs that have special markings on the side. Have someone show you what those look like and use them if you are going to cab it somewhere. There are shady areas north of the marina and main drag, but west is the hill resorts, east is the beach resorts, south is the ocean and i'm pretty comfortable wandering around those areas. I wouldn't want my girlfriend wandering around there alone but a group of two or more would be fine. Just my opinion, i've been there 4 times, last time was 5 months ago.

I'm going back in October for Marlin tournament. I've never felt unsafe and always have a blast!
They have a heavy police presence to make damn sure nothing happens to tourists. Keeping it safe = $$$

Stop at Happy Endings for drinks and appetizers. Sunset Mona Lisa 's food was okay; but the scenery was beautiful. Eat at Maro's Shrimp House one night. It's nothing fancy; but the food is good and the prices are great. I never felt unsafe in Cabo. Merchant's will ask you to come in their store and buy stuff. They don't get mad or pressure you when you tell them " no thank you". Cab rides can be expensive. If you are staying at a resort that isn't near the marina area, use the public buses. Most of the resort workers use the buses. Never felt uncomfortable riding with them. We would get the bell boy to bring us in the resort golf cart to the bus stop. You will definitely need a cab for Sunset Mona Lisa. Bring lots of small bills with you. No need for peso's. American money and credit cards accepted everywhere.
