Public Schools fining Student/family for more than 3 unexcused absences?

I just learned of this yesterday. my oldest isn't even in school yet but apparently in Texas they will fine you for missing more than 3 days of school without a doctors excuse.

Well mine is just in pre K and has missed all week with stomach virus. Threw up at school Monday morning and threw up this morning before school. They have so stay home the next day also so may be fri before he goes back. I'm not fooling with a dr excuse though, they saw him throw up Monday.
