If they have Boyd right turn only then Parker should be left turn only.

I propose:

Westbound Boyd @ Burbank - Right turn only
Northbound Burbank @ Parker - Right turn only
Eastbound Parker @ Highland - Right turn only
Southbound Highland @ Boyd - Right turn only

Exactly. DOTD had just carved out left turn lanes on Burbank which had helped tremendously, but they never changed the signal to add a turn signal. In reality, all they needed to do was have a 4 stage cycle, where each direction of each road gets a time where they can go straight or turn left. That would have fixed it. They could have even done one better and added left turn lanes onto Boyd and turn signals on the lights. However, they thought to themselves "hmm...what's the worst possible thing we can do...let's do that".

The worst part of this horrid intersection is the fact they left the lights up and did not remove them. For those students who went home for summer and did not get this cluster frick memo, it doesnt look any different than a traffic light that is out. They need to remove the lights completely to remove any doubt or confusion.

This intersection makes about as much sense as choosing to shutdown the Perkins and College intersection for drainage work during the LSU fall semester move-in weekend. Friggin geniuses!

It has been beyond frustrating for those who are following the rules. It's either sheer ignorance (oblivious drivers) or those who disregard the time wasted of others who are waiting on you to do your illegal maneuver.

that was for emergency sewer repair, the kind you don't plan in advance. the residents affected by that were probably very grateful for the quick fix. i hope next time you have to go to the emergency room, the doctor has a hissy fit because you showed up unexpectedly and ruined his plans. friggin genius.

they're having a ton of accidents because drivers keep making the maneuvers they used to be allowed to do.
I am aware of this.

the accidents are not because of the new intersection; they'd be having them anyway.
No. See your statement above. More accidents happen now than before due to the aforementioned reason. People don't understand the new intersection, and some are stubborn and hate the added inconvenience caused by it (these cause wrecks too by misusing the intersection). Either way, more accidents are happening post-intersection change.

so since it was partly done to make a safer intersection, there's no way in hell they're going back to the old way.
it has become more dangerous due to people not using it properly, for whatever reason (ignorance, stupidity, or stubbornness).

For the record, I'm not blaming DOTD for these accidents. I am blaming the rule-breakers. I am just explaining the rule-breakers' thought processes.
