Anything growing below the graft line will not produce what you are looking for, as the root stock is a totally different plant. The citrus tree dies, but the root stock often survives because it is more cold hardy. Sorry to be the bearer of bad news.
For the OP, Meyer Lemon is the way to go. You can find them at nurseries, Lowe's, craigslist, all over. If you are in S. LA, you should have great success with Satsumas as well. Owari Satsuma is the way to go. This pdf from LSU Ag is great info.
