How in the hell has the NFL not finalized a decision on Josh Gordon?

Absurd how long this has taken.
I'm left to decide between keeping Gordon or Luck in one of my leagues.

Shouldn't even be a question no matter what the NFL does, IMO. Minimum he's going to get is 4 games. Keep Luck. Draft Gordon between rounds 8-10.

I'm a believer, keep Gordon! He will at least be back next year if it's a keeper league. It will probably still payoff in the long run.

How many teams in the league, and how many are you assuming will keep qbs? That would definitely play into my decision.
