No they are separate systems but between cracks, illegal hook ups, and retarded workers a substantial portion of the "rain water" is raw household sewage. It is supposed to be all rain water runoff.

I agree that this happens, but where I fished it was not common (other than retarded workers).
Of course NO being a large metropolitan fishbowl, under sea level, and partially filled with low socioeconomic types, likely does not help.
