This statement is true (or at least it was 25 years ago).
I lived down there in 1988, in downtown PC for three months. It was a near third world country but it did have a dictator and the police was controlled by the military. Granted, the Pacific side is only 40 miles from the Atlantic side. PC did have some great nightclubs.
