I was under the impression from article he would probably be back, just not by week 1.

Right, so the question becomes can you afford to carry an injured FB for 2-3(or more) weeks with possibly our deepest overall roster? I don't think so.
If he isn't ready for week 1 I think he goes on IR, with the possibility of being designated to return(depending on other injuries like Butler for instance).
