It's because he lost his running ability.
Look at the difference between his rookie season and last seasons #s... Completion % was 5% lower. Yards was pretty even. 4 fewer TDs but played 2 games less than he did his rookie year. All those things are close from his rookie year to last year. The big difference was that he wasn't nearly as big a threat running the ball. 0 rushing TDs last year and over 300 yards fewer rushing. And when he did run, he wasn't confident in it and pretty much ran scared and got the shite knocked out of him a few times.
Teams were able to just QB-spy him with an athletic LB/DB and contain rush with the DL and drop everyone else into coverage. Teams forced RG3 to beat them with his passing and decision making while throwing the ball against a max coverage... And he isn't good at it. Which is why he threw 12 INTs last year.
You take away his running ability and force him to beat you with his arm against a max coverage D, he's an average to below average nfl QB. If he can't get his legs back and his running ability, Kirk Cousins could take over.
Remember when some people thought RG3 should have been selected #1 in the draft, ahead of Luck? idiots.
