I discovered the best way to do that part is to load up on all the supplies you can find in that area, make a note of the bottle / brick locations, and then grab the key card first. 3 or 4 runners will spawn but you can take them out fairly easily with a brick, grab, and kill combination, repeating until they're all dead. Once they're taken care of, go start the generator and make a run for the door (being sure to *try* the door first since you can't immediately use the key card). Starting the generator will, of course, spawn the bloater and 3 more runners.
