Later in the movie it's revealed that the League of Shadows had attempted to financially ruin much of the industry in Gotham, so I assume it was more of a city-wide depression ala Detroit than a nationwide one.

I kind of thought that too, but theres really only one "Depression" and then with what Burton did with his Batman, I didn't know if it was a similar attempt that wasn't as well done
