It's not the absolute size that matters but the size relative to the capacity of the infrastructure and how everything is laid out. DC isn't all that big either but the traffic there is a nightmare. I lived in Tallahassee for 10 years and the traffic in that little town is far worse than you'd expect from the size. Geography plays a big part too. The Miss. River causes traffic to be squeezed into two bridges and there isn't anything you can do about that except build more bridges.

The DC area is northern virginia and that has a lot of people. But yeah it goes back to planning and infrastructure. Instead of building bridges in the middle of nowhere, BR should've gotten a new bridge or an expanded bridge like the Huey. But its not just the bridge but the surface streets too. BR refuses even to synchronize lights.
