Bush led the nation into war with Iraq on incorrect intelligence reports. Still search for those WMDs.
U.S. economic performance was its weakest since Herbert Hoover’s presidency. Bush's term ended on a low note, with the market crash of 2008 requiring emergency government intervention and resulting in a long recession that the country is still climbing out of.
Anti-terrorism tactics employed by the Bush administration damaged U.S. standing in the world.
The U.S. government failed to capture bin Laden or secure Afghanistan. Cause you know, Iraq required us to Democracize it.
The Republican Party suffered major setbacks in Bush’s second term. The 2006 midterm election left Bush the lamest of lame ducks for his final two years, in large part because of what were perceived as the failures in his administration.
The 2003 leak of Valerie Plame's identity as a covert operative in the CIA. Opps.
'Mission Accomplished'
1000s more Americans would die in what would become a ten-year war in the streets of Iraq.
Bush's statement in his 2003 State of the Union address that "the British Government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa" has come to symbolize the botched case for war and what critics call the lies of his administration. opps
Bush's anti-terrorism policies came under a microscope throughout his presidency -- including Guantanamo Bay, "enhanced interrogation techniques," the Patriot Act and warrantless wiretapping. I bet you thought that NSA stuff started with Obama
The Hurricane Katrina flyover. Most inept leadership since Bush's intel let a few airliners run into buildings.
9/11. It happened on is watch, not since Pearl harbor did more Americans lose their lives to enemy action.
He makes the current administration look positively presidential.

You're right, he did much worse! Bailouts, ObamaCare, environmental restrictions, and a weak border stance will all have greater long term effects (negative) on the American economy!
But hey at least he didn't go to war...oh, he's weak on that too!

iraq was a really really really epic frickup. this is what is going to hurt him in the ratings, there are few bigger mistakes than a war of choice founded on bad intelligence. we are going to be tied up in iraq for another 10 years at least, if not more.
if you threw out iraq, then obama might be the worst. But you still have to deal with nixon, although outside of nixon's paranoid actions, he was a pretty decent president.
