Nah, the Speaker knows it would hurt the Rs politically if they did. That's why he is being so vocal about it not happening--he's shutting it down.

I'm aware. Poor Boehner is in the unenviable position of trying to give a viable path to good governance to a bunch of junior congressmen eager to appease their gerrymandered districts by flailing as far to the right as possible.
