That may be some of it but I think it's the fact that they know they can play certain cards to get their way and they very much like to play them.
I lived in a apt in BR and i remember this deadbeat neighbor of mine that was on "disability". He essentially sat around all day smoking on his patio and invited all his other "disabled" buddies to come and hang out until all hours of the night. There's nothing like coming home after a long day of work to see some worthless sack of shite enjoying the same amenities you do for a fraction of the cost or for free.

That's my thing. I hate really cold winters. And I could never live up north. I hate the accent and I don't care for Yankee men, or women tbh. I'm spoiled by southern men. There are no better men in this world when it's all said and done. Most of them anyways.

So now not only are developers required to give people reduced rent but they are prohibited from having gyms and other perks unless they give that away to minorities as well?

I was in Sams this weekend and a middle aged black lady just started going off on section 8, food stamps, and welfare. She said that she turned her neighbor in and made her lose her section 8 because she just sat home all day and had different men running in and out of the house all day. She was fired up over it.
